Metar- first you have to make all colors on the pencil drawings and then go in Filter-Brush strokes... and choose which one. After that you choose Pencil filter in Photoshop

I don't think that first work will be perfect but after this for sure will be more in action arts. Art above is good, still problem with dark shades, also problem with warping of the insignia but in general this look very nice
