On the day of the Japanese attack on Pearl Harbor, the Secret Service realized that they did not have a bulletproof vehicle to safely transport President Roosevelt to Congress, where he was to deliver a speech of shame. A quick-witted agent of the President's secret service remembered that the US Treasury had seized Al Capone's bulletproof limousine in 1931. It was decided to take the president to Congress in this car.
