I started with Tamiya primer and the gloss black was lacquer direct from Alclad also, and if I remember correctly I gave it a week before the aluminum went on. In my small amount of searching I saw some others mentioning this happening with aluminum over Alclad's own gloss black.   I saw a couple people that had used Future as their undercoat rather than black and they claimed to have good results.  I didn't have any trouble with this the last time I used Alclad several years ago and I wish I could remember exactly what colors I used.  So far the Polished Aluminum has been trouble free and looks great, except for some areas on the cowls where I believe I got them too wet.

I use Gunze black surfacer and Alclad II direct over and no problem at all.

Have you used the plain Aluminum color with no issues?
