As part of a program to build single-seat fighters for the French Air Force, launched in 1930, Loire Aviation developed the Loire 43 light fighter. But in one of the flights, the prototype crashed. Therefore, the company decided to create a new fighter based on it — the Loire 45.

The single-seat all-metal Loire 45 was a high-wing aircraft with a gull-type wing and a non-retractable landing gear. The Loire 43 was distinguished primarily by a more powerful engine — the Gnome-Rhone 14Kcs. The maximum speed is 370 km/h. The armament consisted of 2 × 20 mm Oerlikon cannons.

Tests have shown that the aircraft has a poor view for the pilot. Attempts to refine the design of the wing did not yield results and the Loire 45 remained built in a single copy. It survived World War II and flew until the early 1950s with the civil registration F-AKHP. Its shortcomings were taken into account in the new Loire 46 fighter, which was produced in a small series.
