Designer František Novotn) headed the design department of military aircraft company Avia in 1929. His first project in this position was the B-34 piston fighter.

Novotny developed a biplane typical of his time with a non-retractable landing gear. The plane was all-metal, only the wings were covered with canvas. It was equipped with the Avia Vr-36 engine, which allowed it to reach a speed of 315 km / h. The flight range was 600 km. Armament — 2 × 7.92 mm vz machine gun.28.

After the tests, the aircraft was modified and launched into the series. They released 12 Avia B-34 fighters. They were adopted by the 37th Fighter Squadron of the 3rd Air Regiment of the Czechoslovak Air Force. The second prototype of the B-34 became the basis for the development of a more successful and advanced fighter Avia B. 534.
