Perhaps not.  germany during WW I was a federated coutry.  The Kingdoms of Saxony had their "own" airforces.    They had their own equivalent orders.The Blue Max was a Prussian Order

I think we solved this already in the Aerodrome forum. It's Prussian AceHans Kirschstein from Koblenz.
